In a general sense the term public administration is primarily concerned with the general administration of the society as a whole.In some exceptional cases the public administration may be concerned with a particular section of society. But in general sense administration aiming at the common benefit of the public is public administration. Since the public administration is concerned with the public it is different from private administration. Public management is being affected by two seemingly
contradictory forces. On the one hand, many national issues have been redefined by globalization trends: environmental concerns; human rights; economic, trade and aid imperatives; and the need for international standards. On the other hand, there are demands for independence, greater autonomy and decentralization within multination and nation-State systems.
